On May 21st, Zhou Qiang, Chief Grand Justice of the People’s Republic of China and President of the Supreme People's Court delivered a speech by video at the closing ceremony of the 10th International Conference on Justice and Law in Cuba. Zhou Qiang claimed that Chinese courts would firmly implement the basic state policy of reform and opening-up, always face the world in an open posture, deepen exchanges and cooperation with judiciary authorities of other countries, commonly enhance the well-being of the people and maintain peace and development of the world, and promote the establishment of human community with a shared future with rule-of-law strength. Zhou Qiang pointed out that China-Cuba relation is a model of solidarity and cooperation in developing countries, and that Chinese President Xi Jinping and Cuban President Díaz-Canel have reached extensive and important consensuses, which point out a direction for the development of the China-Cuba relation. China and Cuba will continuously deepen exchanges and cooperation in the judicial area, work together to maintain and promote social fairness and justice and promote steady development of the China-Cuba relation, and strive to make fruitful achievements.
Zhou Qiang claimed that China has launched the new journey of building a modern socialist country in an all-round way and marching towards the two centenary goals. Chinese courts will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement Xi Jinping Thought on Rule of Law, faithfully perform the duties conferred by the Constitution and laws, and strive to let the people feel fairness and justice in each judicial case. Taking an initiative to serve and promote epidemic control and economic and social development on a rule-based track, and continuously deepen judicial institutional reform, Chinese courts have established a one-stop diversified dispute settlement and litigation service system with the most linkage resources, the most complete online conciliation and the most extensive service objects in the world. Chinese courts will comprehensively deepen the construction of smart courts, innovate the internet judicial mode and take an initiative to contribute Chinese wisdom to the world internet rule-of-law development so that the judicial system with Chinese characteristics can be more mature and well-established and the judicial quality, efficiency and credibility can be remarkably improved.

Zhou Qiang raised three suggestions. The first is to widely build consensus on judicial cooperation. Adhere to the open spirit, respect and trust each other, make candid exchanges, carry forward common values of all mankind, practice real multilateralism, and firmly uphold the international system with the United Nations as the core and the international order based on International Law. The second is to deepen pragmatic cooperation in the judicial area. Adhere to the cooperative spirit, make up for each other's deficiencies and learn from each other, strengthen reciprocal visits and exchanges in the judicial area, share beneficial experience in terms of trial execution, judicial reform, smart court construction and judicial administration, and commonly promote the progress of human law-based civilization. The third is to create more judicial cooperation achievements. Adhere to the innovation spirit, focus on judicial and legal problems and frontier problems about International Law of common interest to different countries, strengthen comparative study, comprehensive study and applied study, and jointly promote to solve judicial difficulties, enhance the well-being of the people and maintain peace and development of the world.
The international conference on justice and law is an international mechanism conference jointly held by the Supreme People's Court of Cuba, Alliance of Jurists of Cuba and Havana University, focusing on topics associated with judicial activities and devoted to providing an experience exchange platform for scholars and legal workers attending the conference. With a term of three days, this international conference on justice and law focused on judicial procedure reform. The participating representatives made discussions and exchanges focusing on topics such as “alternative dispute settlement methods” and “rights and guarantee in criminal proceedings”. Presidents, vice presidents and chief grand justices of supreme courts and representatives of the judicial and legal circle from a dozen countries such as Russia, Mexico, Benin, Vietnam and Laos attended the conference.
