Hainan FTP: Cash for multilingual service & sign upgrades
With the continuing development of the Hainan Free Trade Port, an internationalized consumer environment for both local and international shoppers is increasingly in demand. In June, the Department of Tourism, Culture, Radio, Television and Sports of Hainan Province published a document setting out guidelines for implementing a system of subsidies designed to improve the international quality of the province’s consumer environment as well as supporting the addition of multilingual signs and information desks for market entities.

The guidelines are applicable for resort areas, scenic attractions, specialized city blocks, cultural venues, stadiums, hotels, commercial complexes, and other consumer venues in Hainan that are registered in Hainan, in compliance with financial management regulations, and that have a sound financial management system in place.
Eligible companies that complete the upgrade of two or more multilingual service desks and multilingual signage systems are eligible for subsidies of up to 200,000 yuan (approximately $27,527), with the actual amount based on 30% of investment in facilities and equipment. Total subsidies are capped at 2.5 million yuan (approximately $340,000) in 2024.
Eligible companies may submit application materials to the Hainan Department of Culture and Tourism, including construction plans for multilingual service desk and signage system upgrades, purchase contracts, payment vouchers, construction and completion reports, subsidy application details, and a list of submitted materials.
